Try using a login hook + Bombich login scripts 
http://www.bombich.com/mactips/scripts.html
We use a modified version of the  refresh-default-homedir.sh 
<http://www.bombich.com/mactips/files/scripts/refresh-default-homedir.sh> 
script to suit our needs.
