You can use the dscl command instead to manipulate the contents of the  
local directory.  It's not quite as convenient as niload as you can't  
simply take standard mount format input and load it, but you can  
definitely do it.

If you take a Tiger machine with the right mounts and use dscl to read  
the contents of the mounts, you should be able to see how to use dscl  
to write the same contents to a Leopard machine, as dscl syntax is  
consistent across Tiger and Leopard.
