The main problem I'm having is finding something that automatically emails 
*everything* to all users. Everything I've seen (including phpBB, unless 
I've missed something) requires users to subscribe to threads or forums. 
That's no good to me. I need something that's almost a mailing list with a 
web archive, except you can't send mail to it you have to log in with your 
browser to replay to a message.
