I'm fairly certain you could use parts of moodle to do this. (http://moodle.org/ 
)

As a teaching platform it allows you to enforce certain things for the  
"students" you set up. This would include automatic mandatory  
notification of changes to (say) the key "log" part of a course/paper/ 
topic.
